Infrastructure includes land, permanent way constructions, buildings, bridges and tunnels, as well as immovable fixtures, fitting and installations connected with them (signalisation, telecommunications, catenaries, electricity sub-stations, toll collection installations, navigation locks, mooring equipment, etc.) as opposed to rolling stock or road vehicles or inland waterways vessels. [COVERAGE] Rail infrastructure expenses include investment in urban and suburban rail. TOTAL INLAND INFRASTRUCTURE INVESTMENT Road infrastructure expenses refer to investment of the State and municipalities assuming that all network investment by municipalities are made on roads. Road infrastructure expenses include investment in urban roads but not in private roads. Inland waterways infrastructure expenses include investment in ports on Saimaa waterways which have seagoing transport. Until 2000, inland waterways infrastructure expenses include investment in ports of municipalities only, not including waterways, ice breaking, etc. Since 2001, inland waterways infrastructure expenses include investment in ports of municipalities and waterways of the State, not including ice breaking, etc. Since 2015, inland waterways infrastructure expenses do not include investment in some ports as it is no longer mandatory to provide these data to the Finnish Port Association.
